As the O.A.G. suggests it would certainly be convenient if this settlement of accounts could be avoided by each party's paying it's own telegraphic expenses but since the account has been sent in I presume we must pay it, in so far as it concerns telegrams sent on the business of the colony. Hong Kong ought not to pay for the telegrams sent to the Commodore nor for that to the Harbour Master unless it was sent on a matter in which the Colonial Govt: was concerned.
Send copy to F.0. and say that we propose to reply as above.
